In the existing colonial police structure, everyone is a victim, let it be I.P.S. officer or a P.P.S. officer or a front line Police officer or the public or the politically elected government. Each one of the stake holders is victim of this flawed system, but other than adminstering personality treatment to the immediate issues by suspending and removing officials, do we have any remedy to address the institutional flaws that lead to collective failure and encourages crime and corruption. Appointments to the positions like L.G. Delhi government, Commissioner of Police Delhi are meaning less, when the incumbents have to simply forward the letters in original to field offices without any specific directions etc.Team Nishan vigorously followed up on Police Reforms From Peoples' Perspective Campaign with Police station staff and Delhi Police Headquarters' Top Brass, Lt.Governors' offices to seek their cooperation. Response was as expected, proving that old habits die hard. When, people can get huge salaries without performing, why should they take pain to shoulder such an activity that may strip them of their powers and expose their real face of working. Lt.Governors office displayed post office syndrome but Commissioner of Police Delhi asked Jt. Commissioner of Police (Admin) at PHQ to act on his behalf, who further adviced that P.R.O. was the right person to deal with the campaign, with full assurance of cooperation that was demonstrative from formal cups of Tea and warm hospitality.

"Running with the rabbit and hunting with the hounds", Yes !Amir Khan Production, that has been running their show "Satymevjayte" on contemporary issues, did that. They had the practice of inviting those NGO representatives, to their show, especially those NGOs, that have been actively campaigning on the issues concerned, and assisted their show with the conclusions of their laborious research. But the episodes of "Police Reforms" exposed, the soft compromising underbelly of this production company, how it can be swayed by people and lobbies of vested interests. Amir Khan Production not only deprived the relevant organizations from participation in the programm, it did not even duly acknowledged their vital inputs and assistance. On the other hand for the first time, it not only portrayed all the culprits and perpetrators as martyrs but also donated all the support to the welfare fund of ITBP that is not even remotely connected to the issue of police reforms in the country. The basic difference between an Actor & an Activist, remains that, the Activist never compromises but an actor can compromise to any extent, Actor always pretend to live different characters and arouse emotions of people to make money, the money that he than spends on life style. But the activist, always struggle to catapult the cause and rally people behind it.

The confrence had mix of participants from serving and retired police officers and civil society organizations.
