Exhorting Top Police Leadership- Police Reforms from Bottom Up
The Police Reforms initiated by the intervention of apex court w.e.f. 22 Sept 2006 are not the result of empirical research based on facts and figures but a knee jerk reaction as an outburst that was based on media pictures of police and the personal perspective of police officers who represent a class that is far removed from real life policing and represents the colonial legacy of British Empire of the yore.
The Supreme Court Police Reforms revolve around the six directions, five of which deals with the better tenure and career prospectus for the top police leadership comprising of IPS officers that constitute 0.13% of the police force personnel in state and central police organizations and represent the unending administrative tail that has no direct role in day today policing activity and needs to be curtailed.
Last one direction deals with the front line police officers from Constable to Dy.SP and with regards to constitution of District Public complaints Authority. In real sense these police reforms have not at all touched the 99.87% of the police personnel or improved their state.
Team Nishan has written to all the police chiefs to take the initiative for the reforms in their police forces from bottom Up. The police performance revolves around the competent and well trained constabulary. The human element in day today policing is of paramount importance but have remain neglected from ages.
Around the world in vibrant democracies it is the office of constable that is empowered and equipped to act as the first responder to the needs of citizens in distress but in India this very office of constable is most neglected and exploited. The intake at this level remains marred with corruption and compromises not due to political interference but pernicious corruption prevalent among IPS officers who preside over all such recruitment boards.
We have requested the state police chiefs through DO Letters to nominate an officer from each state to act as Point of contact for information sharing on our Police Reforms Peoples Perspective Campaign(PRPP).
